1,771 Persons Investigated In Island-Wide Multi-Agency Enforcement Operations

A total of 1,161 men and 610 women, aged between 15 and 88, are being investigated for various offences, following a series of multi-agency operations conducted between 22 November and 20 December 2025. These operations are part of the Police's concerted efforts to deter unlawful activities, especially during the festive year-end period.

More than 4,500 officers from the seven Police Land Divisions, Criminal Investigation Department (CID) and Traffic Police (TP) worked closely with agencies including the Central Narcotics Bureau (CNB), Immigration & Checkpoints Authority (ICA), Singapore Civil Defence Force (SCDF), Health Sciences Authority (HSA), Ministry of Manpower (MOM), and Singapore Customs, to conduct over 1,400 operations island-wide against a wide spectrum of offences, including traffic violations, e-vaporisers-related offences, duty-unpaid cigarettes  immigration violations and illegal employment and drug-related offences.

During these operations, officers conducted checks on more than 15,900 persons, resulting in 546 arrests.

The details of some of these operations are as follows:

  1. On 22 November 2025, officers from the Clementi Police Division conducted a series of enforcement operations targeting illegal massage outlets in the vicinity of Jurong East Avenue 1. 

    (i) Three outlets were found to be providing massage services without a valid licence. Vice activities were also detected in one of the outlets. All three outlets are under investigation for breaches under Section 5(1) of the Massage Establishment Act 2017. 

    (ii) 14 women, aged between 30 and 50, were arrested for offences under the Women’s Charter 1961, Employment of Foreign Manpower Act 1990 and Immigration Act 1959.

  2. On 22 November 2025, officers from Jurong Police Division conducted an operation against illegal horse betting activities at Bukit Batok Street 31. Nine men and one woman, aged between 52 and 78, were placed under investigation for offences under the Gambling Control Act 2022. The Police seized more than $10,000 in cash during the operation.  

  3. On 27 and 28 November 2025, officers from Woodlands Police Division conducted a joint enforcement operation with officers from the CNB, MOM, HSA, ICA and TP at multiple locations including North Coast Drive, Sembawang Road and Yishun Avenue 4. 

    (i) 12 men, aged between 23 and 40, were arrested by the CNB for suspected drug-related offences under the Misuse of Drugs Act 1973. 

    (ii) Three men and two women, aged between 19 and 40, were found to be in possession of smokeless tobacco and e-vaporisers, which is an offence under the Tobacco (Control of Advertisements and Sale) Act 1993. 

    (iii) Two men, aged 19 and 58, are under investigation for offences under the Road Traffic Act 1961 and Motor Vehicle Act 1960.

  4. Between 1 and 6 December 2025, officers from Central Police Division conducted a six-day operation involving officers from the CID, CNB and HSA. The operation targeted illegal activities at massage establishments, public entertainment outlets, vice, and gambling hotspots across various locations such as Chinatown, Little India, Kampong Glam and the Central Business District. 

    (i) During the operation, 41 men and 147 women, aged between 18 and 82, were placed under investigation for offences under the Women's Charter 1961, Gambling Control Act 2022, Employment of Foreign Manpower Act 1990, Immigration Act 1959 and Miscellaneous Offences (Public Order and Nuisance) Act 1906. 

    (ii) In addition, three men, aged between 29 and 41, were arrested under Section 14(3) of the Societies Act 1966. Three men and two women, aged between 18 and 28, are under investigation for offences under the Tobacco (Control of Advertisements and Sale) Act 1993. One of them - a 25-year-old man - is also being investigated for possession of an e-vaporiser suspected to contain etomidate.

  5. Between 3 and 6 December 2025, officers from Tanglin Police Division led a series of multi-agency enforcement operations, involving the CID, HSA, ICA, CNB and SCDF, targeting illicit activities at various public entertainment outlets, massage establishments, residential units and commercial units located in the vicinity of Orchard Road, Whampoa, Toa Payoh, Novena, Balestier, Kim Keat Road and Robertson Quay. 

    (i) A total of 10 men and 37 women, aged between 20 and 88, were placed under investigation for offences under the Women’s Charter 1961, Gambling Control Act 2022, Penal Code 1871 and Employment of Foreign Manpower Act 1990. Cash amounting to more than $5,000 and three mobile phones were seized. 

    (ii) Two massage establishments and two public entertainment outlets are also under investigation for breaches under the Massage Establishment Act 2017 and Public Entertainment Act 1958 respectively. 

  6. On 14 December 2025, officers from Bedok Police Division conducted an anti-gambling operation along Aljunied Avenue 2. Five men, aged between 61 and 81, were placed under investigation for offences under the Gambling Control Act 2022. Cash amounting to more than $4,000 was seized.

  7. On 20 December 2025, officers from Ang Mo Kio Police Division conducted a joint enforcement operation involving officers from the HSA. The operation targeted illegal activities at public entertainment outlets in the vicinity of Macpherson Road and Upper Paya Lebar Road. A 43-year-old man was found to be in possession of an e-vaporiser, an offence under the Tobacco (Control of Advertisements and Sale) Act 1993. 

Between 20 and 21 December 2025, an extensive island-wide operation against drink driving was conducted by the Traffic Police in collaboration with CNB and HSA. During the operation, 88 motorists were stopped and tested for alcohol consumption, resulting in a total of 14 arrests for various traffic-related offences, including driving without a valid driving licence and driving whilst under disqualification. Of these 14 arrests, 10 were specifically for drink driving offences, with nine men and one woman, aged between 24 and 61, failing their breathalyser test. The highest Breath Evidential Analyser (BEA) test result was 73 microgrammes of alcohol per 100 millilitres of breath, which is more than twice the prescribed legal limit of 35 microgrammes of alcohol per 100 millilitres of breath. Additionally, seven men and one woman, aged between 18 and 36, were caught with e-vaporisers and fined, with 37 e-vaporisers and related components seized.

In addition, the Traffic Police conducted enhanced operations against car-sharing vehicles. A 23-year-old man was arrested for multiple offences including driving without a valid driving licence, driving without the owner's consent, driving without insurance coverage, and cheating by impersonation. Additionally, two women, both aged 22, were detected to be driving without insurance coverage. The car sharing account holders in these cases were liable for the offence of permitting the use of a vehicle without insurance coverage. 

Investigations against the 1,771 individuals are ongoing.

Director of SPF’s Operations Department, Senior Assistant Commissioner of Police Leon Chan, expressed his appreciation to all officers from the participating agencies for their steadfast support and commitment during this period. 

He added, “These operations underscore our unwavering commitment to keeping Singapore safe, especially during the festive period. Through close collaboration with our partner agencies, we have sent a clear message that the Police and our various partner agencies will continue to take firm action against those who break the law.”
