Physical crime cases rose slightly by 4.4% in 2025, from 19,969 cases in 2024 to 20,857 cases last year.
1. Outrage of Modesty Cases Increased
Outrage of Modesty (OM) remains a top crime of concern. Cases rose by about 7% from 1,427 in 2024 to 1,531 in 2025.
More than half of the OM cases involved offenders known to the victims.
Residential premises, public transport networks and public entertainment outlets were the top three locations where these offences were committed, while cases in shopping complexes decreased.
The Singapore Police Force (SPF) will continue to work with stakeholders to raise awareness of OM among the public, including collaboration with public transport and public entertainment venue operators to disseminate crime prevention advisories.
2. Theft in Dwelling Cases Remained Stable
The number of theft cases happening at residential premises dropped marginally by 0.9% to 1,500 cases in 2025. But it remains a crime of concern, accounting for about 7% of all physical crime cases.
In particular, cases at dormitories increased significantly by 57.4%, from 54 in 2024 to 85 in 2025. The cases are mostly committed by fellow residents who shared rooms with the victims, typically stealing items when victims were asleep or busy.
Other Theft in Dwelling cases usually occurred in unsecured or unattended premises.
To tackle this trend, the SPF will continue engagement efforts at dormitories and advise members of the public to secure their valuables.
3. Shop Theft Cases Dipped
Shop Theft, which is a major contributor to physical crime cases and one of the top offences committed by youths, decreased.
Shop Theft cases fell by 3.0% to 4,109 cases in 2025. Most cases occurred at supermarkets, beauty shops, personal care shops and health and wellness outlets. Over half of these cases involved losses below $50 from everyday items such as food, cosmetics and toys.
Various Police initiatives helped reduce shop theft, including working with retailers to improve security features using detection technology, conducting school talks and launching a crime prevention module for students.
4. Voyeurism Cases Declined
There was also a drop of 6.4% in Voyeurism cases, from 519 cases in 2024 to 486 in 2025.
These mostly happened at residential premises, shopping complexes and on public transport. Most residential cases were committed by offenders known to the victims.
The decline was due to the SPF’s various measures to combat Voyeurism. These include public education and working with stakeholders such as the Restroom Association (Singapore) to improve public toilet security through enhanced lighting, placing CCTV cameras at toilet entrances and having ceiling-height toilet partitions.
Members of the public are encouraged to report any suspicious behaviour and call the Police if they discover any recording devices.
