Seven Persons Arrested Following Enforcement Operations At Public Entertainment Outlets Along Rochor Canal Road And Little India

A total of six men and one woman, aged between 16 and 44, were arrested for various offences, following enforcement operations conducted at Rochor Canal Road and Little India on 11 September 2025: 

  1. Four men, aged between 24 and 44, were arrested for being suspected members of unlawful societies; 
  2. A 22-year-old man was arrested for voluntarily causing hurt to deter a public servant from his duty and for using abusive words towards a public servant; 
  3. A 16-year-old female teenager was arrested for using a forged electronic record and for drunkenness in a public place; and 
  4. A 40-year-old man was arrested for suspected drug-related offences. The case was referred to the Central Narcotics Bureau.

In addition, two men, aged 38 and 40, were caught for e-vaporiser related offences, with five e-vaporisers and related components seized. The e-vaporiser-related offences will be referred to the Health Sciences Authority.

The operation was led by Central Police Division and supported by the Secret Societies Branch of the Criminal Investigation Department. Proactive checks were conducted on close to 100 persons across 18 public entertainment outlets to suppress secret society activities at these locations. The Police will continue to monitor the situation and step up enforcement operations to deter gang activities that threaten public safety.

Police investigations are ongoing. 

The punishments for the offences are as follows: 

  1. The offence of being a member of an unlawful society under Section 14(3) of the Societies Act 1966 carries a fine of up to $10,000, an imprisonment of up to three years, or both.
  2. The offence of voluntarily causing hurt to deter a public servant from discharging his duty under Section 332 of the Penal Code 1871 carries an imprisonment term of up to seven years, and a fine, or caning.
  3. The offence of using abusive words towards a public servant under Section 6(3) of the Protection from Harassment Act 2014 carries a fine of up to $5000, or an imprisonment term of up to 12 months, or both.
  4. The offence of dishonestly using as genuine a forged electronic record under Section 471 of the Penal Code 1871 read with Section 468 of the Penal Code 1871, carries an imprisonment term of up to 10 years, and a fine, or both. 
  5. The offence of being drunk and incapable in a public place under Section 14(1) of the Liquor Control (Supply and Consumption) Act 2015 carries a fine of up to $1000, an imprisonment term of up to one month, or both. 
  6. The offence for possessing, using, or purchasing e-vaporisers under the Tobacco (Control of Advertisements and Sale) Act 1993 carries a fine of up to $2,000.

Commander of Central Police Division, Deputy Assistant Commissioner of Police Wong Keng Hoe said, “The Police have zero tolerance towards any secret society activities that threaten the public safety, peace, and good order in Singapore. We will continue to carry out enforcement operations at public entertainment outlets, nightlife establishments and popular congregation hotspots to deter gang activities that threaten public safety. We will not hesitate to take action against errant outlets and against those who choose to associate with secret societies.”
