IN-HOUSE EMPLOYERS
You need to register as an In-House Employer with the Police Licensing & Regulatory Department before your company, business entity or a management corporation or MCST (Management Corporation Strata Title) can employ licensed Security Officers or Private Investigators.
With reference to Para 5(a)* of the Private Security Industry (Exemptions) Order 2009 in respect of training courses, the person shall attend and be certified trained in the following two WSQ modules for security officers: 1) Handle Security Incidents and Services; and 2) Provide Guard and Patrol Services.
* Para 5 of the Private Security Industry (Exemptions) Order 2009 states: Exempt security officers at construction workplaces 5. Section 14 of the Act shall not apply to any person who carries out for reward, or who advertises, or in any way holds out, that the person carries out or is willing to carry out for reward, any function of a security officer at a construction workplace if the person — (a) has attended and successfully completed such courses of training relating to the security of premises as the licensing officer may require from time to time; and (b) declares in writing to his employer stating every offence (if any) that he has been convicted of in the preceding one year prior to his employment as a security officer. |
You are required to register as an In-House Employer before you can employ licensed Security Officers or Private Investigators. You will need to appoint a company representative to be the point-of-contact with the Police Licensing & Regulatory Department. This person can be a Human Resource officer or security manager.
The appointed representative will represent the In-House Employer on all matters relating to notification of employment and cessation of licensed Security Officers or Private Investigators.
About 14 working days from the receipt of the registration submission and the necessary supporting documents, if required. Any incomplete or incorrect submission will be rejected.

RegisterYou can withdraw your registration to be an In-House Employer at any time before the registration is approved.
If registration has been approved, you will have to submit a request to de-register.

- Select “Licensed Entities”
- Select “Singapore Police Force” > Enquiry on Existing SPF Licences
- At “Licence Type” drop down box, select “In-House Employers”
- Select “Active Staff List” from the “Enquiry Type” drop down box
- Enter the Licence No. and click the search button
To check on the Security Officer's employment grade and training status, login to GoBusiness using your company’s CorpPass and follow the following steps:
- Select “Licensed Entities”
- Select “Singapore Police Force” > Enquiry on Existing SPF Licences
- At “Licence Type” drop down box, select “In-House Employers”
- Select “Individual Licence” from the “Enquiry Type” drop down box
- Enter the licensed Security Officer’s NRIC/FIN No and click the search button
- System will display the officer’s particulars
- Click “View training records”
To notify on employment of Security Officers or Private Investigators, login to GoBusiness using your company’s CorpPass and follow the following steps:
- Select “Licence Application” > “Amend Existing Licence”
- Select Registration of In-House Employer
- Select “Notification of Employment” and click the Next button
- Enter the licensed Security Officer or Private Investigator’s NRIC/FIN No and select either “Security Officer” or “Restricted Security Officer” from the “Licence Type” drop down box
- Click “Add” button to notify employment of more than one licensed Security Officer or Private Investigator
- Select “Proceed” to submit the notification.
To notify on cessation of Security Officers or Private Investigators, login to GoBusiness using your company’s CorpPass and follow the following steps:
- Select “Licence Application” > “Amend Existing Licence”
- Select Registration of In-House Employer
- Select “Notification of Cessation” and click the Next button
- Enter the licensed Security Officer or Private Investigator’s NRIC/FIN No and select either “Security Officer” or “Restricted Security Officer” from the “Licence Type” drop down box
- Indicate the cessation date of the Security Officer or Private Investigator in the “Cessation Date” box
- Click “Add” button to cease employment of more than one licensed Security Officer or Private Investigator
- Select “Proceed” to submit the notification.
As an employer of your Security Officers, a registered In-House Employer ought to be familiar with the training requirements and job functions for each staff grade under the Security Progressive Wage Model (PWM).
Security Officers must have attained the relevant training certifications before they can perform certain job functions.

Prior to deployment, all licensed Private Investigators are required to pass and submit the statement of attainment for the WSQ module of ‘Perform investigation activities in compliance with legal requirement (PI)’.
Those who have not passed the module will be deemed untrained Private Investigators and if deployed, will be in breach of the Licensing Conditions.
