A Security Officer licence is required if you are employed to perform any of the following functions:

a.  Patrolling or guarding another person’s property (including cash in transit) by physical means (which may involve the use of patrol dogs) or by electronic means;

b.  Keeping the property (including cash in transit) of another person under surveillance, including for the purpose of preventing theft thereof;

c.   Acting as a bodyguard or bouncer;

d.  Performing any function of screening individuals, as part of your regular duties, seeking entry into any public place or other premises; and

e.  Regulating traffic under the Road Traffic Act 1961.

 

 

With reference to Para 5(a)* of the Private Security Industry (Exemptions) Order 2009 in respect of training courses, the person shall attend and be certified trained in the following two WSQ modules for security officers:

1) Handle Security Incidents and Services; and

2) Provide Guard and Patrol Services.

 

* Para 5 of the Private Security Industry (Exemptions) Order 2009 states:

Exempt security officers at construction workplaces

5. Section 14 of the Act shall not apply to any person who carries out for reward, or who advertises, or in any way holds out, that the person carries out or is willing to carry out for reward, any function of a security officer at a construction workplace if the person —

(a) has attended and successfully completed such courses of training relating to the security of premises as the licensing officer may require from time to time; and

(b) declares in writing to his employer stating every offence (if any) that he has been convicted of in the preceding one year prior to his employment as a security officer.

This is for persons who wish to apply for a Security Officer Licence.

You may submit a new Security Officer Licence here.

To make a Security Officer Identity (SO ID) Card, please select “Security Officer ID Card” from the drop-down menu bar.  The Union of Security Employees (USE) will produce the SO ID card for a fee of $22.50.

Renew

All Security Officers (SOs) with licence expiring from 1 January 2024 will be required to take the Refresher Quiz before they renew their licence. The renewal notice with the Refresher Quiz information will be sent to all SOs 3 months prior to their licence expiry date. SOs can download the Refresher Quiz training package attached below to prepare for the quiz. 

Upon approval of the renewal application and payment of the prescribed fees, the Police Licensing and Regulatory Department will send a letter on the outcome of application by post to the licensee’s registered mailing address.

Cancel Licence

You can withdraw your application for a Security Officer licence any time before licence approval.
Please be informed that there will be no refund of fees paid upon withdrawal of application.
If licence has been approved and issued, you will have to submit a request to terminate licence.

To be eligible for a Security Officer licence, you must meet the following criteria:

  1. Be a fit and proper1 person
  2. Be a Singapore Citizen, Singapore Permanent Resident or possess a valid work permit or employment pass if you are a Malaysia Citizen.

 

1Section 21(8) and 21(9) of the Private Security Industry Act 2007, states:

In deciding whether a person or an officer of a business entity is a fit and proper person, the licensing officer may consider any of the following matters as indicating that the person or officer may not be a fit and proper person:

(a) that the person or officer associates with a criminal in a way that indicates involvement in an unlawful activity;

(b) that in dealings in which the person or officer has been involved, the person or officer —

     (i) has shown dishonesty or lack of integrity; or

     (ii) used harassing tactics;

(c) that the person or officer is or was suffering from a mental disorder; or

(d) that the person or officer is an undischarged bankrupt or has entered into a composition with his debtors.

 

The above mentioned shall not limit the circumstances in which a person or an officer of a business entity may be considered by the licensing officer not to be a fit and proper person.

Newly licensed security officers who have prior supervisory experience in the security industry, or were from the uniformed services may be emplaced to a higher security Progressive Wage Model (PWM) grade.

To appeal for emplacement to a higher PWM grade, please write to SPF_Licensing_Feedback@spf.gov.sg and submit the following for our consideration:

  1. A copy of your CV;
  2. Documentary proof that details job scope and service period in relation to past work experience in the security industry; and
  3. Certificate of Service

Under Regulation 20 of the Private Security Industry (Private Investigation and Security Agencies) Regulations 2009, all licensed Security Officers or Private Investigators must carry an Identification Card (ID card) whilst on duty for identification purposes. The ID card does not confer any statutory powers on its holder.


Application For Security Officer Identification Card (ID Card)

1. The Union of Security Employees (USE) is administering the ID card application.

2. You can only apply for an ID card at USE’s online application portal (USE ID Card portal).

3. Before applying for an ID card, please ensure that you have:

a) A valid Security Officer’s Licence

b) Obtained the requisite training certifications, prescribed under the PWM, and your training status is Trained / Exempted^

c) A softcopy of a recently taken passport sized photo (must be 35mm wide and 45mm in length, without border, and taken within the last 3 months against a white background )

d) Singpass account ready

e) PayNow, eNETS or Credit/Debit Card for payment of $22.50/-

4. The steps to apply for ID card are as follows:

a) Login to USE ID Card portal using your SingPass.

b) Update your mobile number and email address.

c) Fill out the application form.

d) Upload a recently taken passport size photo (per specifications indicated at para 3(c) above).

e) Choose one of the following three payment methods and make a payment of $22.50 - PayNow, eNETS or Credit/Debit Card.

f) Upon successful payment transaction, to book a date and time to collect your card. An email or SMS confirmation will be sent to you with the details of collection.

You will need to pass certain training requirements in order to progress through the Progressive Wage Model (PWM) ranks or to be deployed to perform certain security job functions.


Licensed Security Officers will need to comply with the training requirements and job functions of the corresponding grades of Security Officers under the security PWM. More information on security PWM can be found here.

The job functions for each PWM grade can be found in Annex D of the 2018 STC recommendations accepted by the Government on 16 November 2018.
