A Security Officer licence is required if you are employed to perform any of the following functions:

a.  Patrolling or guarding another person’s property (including cash in transit) by physical means (which may involve the use of patrol dogs) or by electronic means;

b.  Keeping the property (including cash in transit) of another person under surveillance, including for the purpose of preventing theft thereof;

c.   Acting as a bodyguard or bouncer;

d.  Performing any function of screening individuals, as part of your regular duties, seeking entry into any public place or other premises; and

e.  Regulating traffic under the Road Traffic Act (Cap. 276).

 

 

With reference to Para 5(a)* of the Private Security Industry (Exemptions) Order 2009 in respect of training courses, the person shall attend and be certified trained in the following two WSQ modules for security officers:

1)      Handle Security Incidents and Services; and

2)      Provide Guard and Patrol Services.

Exempt security officers at construction workplaces

5. Section 14 of the Act shall not apply to any person who carries out for reward, or who advertises, or in any way holds out, that the person carries out or is willing to carry out for reward, any function of a security officer at a construction workplace if the person —

(a) has attended and successfully completed such courses of training relating to the security of premises as the licensing officer may require from time to time; and

(b) declares in writing to his employer stating every offence (if any) that he has been convicted of in the preceding one year prior to his employment as a security officer.

 



Criteria for Grant of Licence

To be eligible for a Security Officer licence, you must meet the following criteria:

  1. Be a fit and proper1 person e.g. free from criminal records
  2. Be a Singapore Citizen, Singapore Permanent Resident or possess a valid work permit or employment pass if you are a Malaysia Citizen.

 

1 Section 21(8) of the Private Security Industry Act states that an applicant is not fit nor proper when the applicant:

(a) associates with a criminal in a way that indicates involvement in an unlawful activity;

(b) involves in dealings in which the applicant

(i) shown dishonesty or lack of integrity;

(ii) used harassing tactics; or

(c) suffered from a mental disorder;

(c) is an undischarged bankrupt or has entered into a composition with his debtors.



Documents Required

You are required to obtain the following documents before applying for a Security Officer licence.

  • Certificate of Service/Service Transcript (if any)
  • Malaysian Identity Card
  • Malaysian Passport
  • Work Pass card
  • Certificate of Non-Criminal Conviction (CNCC) also known as Certificate of Good Conduct issued within a 3-month period
  • Workforce Skills Qualification certificates of the courses that you have completed (if any)


Fees

A non-refundable processing fee of $16 is required.

No licence fee is required if your application is successful.


Validity

Five years for Singapore Citizen and Singapore Permanent Resident.

For Malaysian Citizen, it will be tied to the validity of the work permit or employment pass.


Processing Time

About 14 working days from the receipt of the application, processing fee and the necessary supporting documents, if required. Any incomplete or incorrect submission will be rejected.

You will be notified on the outcome of the application by post. Alternatively, you can login to GoBusiness to view your application status.


Renewal of Licence

You should receive the notification for renewal about 2- 3 months before the expiry of your licence. Upon approval of the renewal application and payment of the prescribed fees, the Police Licensing and Regulatory Department will send a letter on the outcome of application by post to the licensee’s registered mailing address.

Appeal for Emplacement

Newly licensed Security Officer who possesses experiences in supervisory position in the security industry or as a regular uniformed personnel and wishes to be emplaced to a higher staff grade may submit your appeal to SPF_Licensing_Feedback@spf.gov.sg with the following documents:

  1. A copy of your CV
  2. Certificate of highest academic qualification
  3. Letter from current employer stating current appointment, job descriptions and the number of years in service
  4. Letter from previous Security Agency / In-house company stating your number of years in service with them
  5. Testimonials from former employers with job descriptions
  6. Certificate of Service (for former regular uniformed personnel)

Introduction

Under Regulation 20 of the Private Security Industry (Private Investigation and Security Agencies) Regulations 2009, all licensed Security Officers or Private Investigators must carry an Identification Card (ID card) whilst on duty for identification purposes. The ID card does not confer any statutory powers on its holder.


ID Card Application

Before applying for an ID Card, you should:

  • Ensure that you have received the Letter of Approval from Police Licensing & Regulatory Department
  • Check whether your training status is ‘Trained’ or ‘Exempted’ at LicencOne website
  • Contact Police Licensing & Regulatory Department at 68350000 or email spf_licensing_feedback@spf.gov.sg, if your status shows ‘Untrained’ after you have submitted your documents

     

    You must make your ID Card in person at the Union of Security Employees with the following:

     

  • Singapore NRIC or Singapore Work Permit card
  • Letter of Approval from Police Licensing & Regulatory Department
  • Cash of S$22.50/- including GST (NETS payment is accepted)
  • Current ID Card (if you are currently a licensed Security Officers or Private Investigators)
  • Police Report* (if you have lost or misplaced your ID card)

 

* The cost of Security ID card will be S$22.50/- from 1st September 2019

 

For replacement of lost card. Administrative charges (including GST) are as such:

 

- $22.50 for 1st replacement

- $42.80 for 2nd replacement

- $64.20 for 3rd and subsequent replacements

Introduction

You will need to pass certain training requirements in order to progress through the Progressive Wage Model (PWM) ranks or to be deployed to perform certain security job functions.


Security Progressive Wage Model Requirements

Licensed Security Officers will need to comply with the training requirements and job functions of the corresponding grades of Security Officers under the security PWM. More information on security PWM can be found here.

The job functions for each PWM grade can be found in Annex D of the 2018 STC recommendations accepted by the Government on 16 November 2018.

#With effect on 1 January 2020, all licenced SOs will be required to obtain a third BLU which is RTT. Licensed SO who has not obtained the WSQ certification in RTT shall not work as a SO anywhere except at warehouses1 or condominiums2 unless otherwise exempted by the Licensing Officer. SOs already trained in ‘Handle Counter Terrorism Activities’, are exempted from RTT. RTT training providers can be found here.

1A warehouse is a building where storage is the principal use and where no business is transacted other than incidentally to such storage (URA Class 10) 

 

2A Condominium refers to ‘strata-titled properties (non-landed) that are solely for residential use’ which include condominiums, executive condominiums, privatised HUDCs, apartments and residential cluster housing regulated under the Land Titles (Strata) Act, Chapter 158
