In an operation conducted by the Singapore Police Force (SPF) on 16 October 2025, 11 men and one woman aged between 25 and 35 were arrested for their suspected involvement in the possession and distribution of e-vaporisers. They are believed to be part of an e-vaporiser syndicate that orchestrated the importation and distribution of e-vaporisers from Malaysia into Singapore, and has been supplying to the local residents.

During the operation, officers from the Criminal Investigation Department, Police Intelligence Department and Special Operations Command mounted an operation at a carpark in the vicinity of Ang Mo Kio Avenue 5 where the syndicate members were gathered and distributing e-vaporisers. Subsequent raids were conducted at Upper Jurong Road, Canberra Drive and Jalan Sendudok which included two storage locations used by the syndicate. SPF coordinated with the Health Sciences Authority (HSA) to seize more than more than 64,000 e-vaporisers and its related components with an estimated street value of more than $560,000.

Cash amounting to more than $16,000, electronic devices like mobile phones and SIM cards, as well as eight cars were also seized by the Police. The cars were believed to be used in the distribution of the e-vaporisers. 

All 12 persons will be charged in court on 18 October 2025. Four of them will be charged for engaging in a conspiracy to possess e-vaporisers for sale under Section 16(4)(a) of the Tobacco (Control of Advertisement and Sale) Act 1993 read with Section 109 of the Penal Code 1871. The remaining eight persons will be charged for possession of e-vaporisers for sale under Section 16(4)(a) of the Tobacco (Control of Advertisement and Sale) Act 1993.

Under the Tobacco (Control of Advertisements and Sale) Act, it is an offence to import, distribute, sell or offer for sale e-vaporisers and their components. Any person convicted of an offence under Section 16(4)(a) of the Act is liable to a fine of up to $10,000, or imprisonment of up to six months or both, for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both, for the second or subsequent offence.
