7 Persons Under Investigation Following Enforcement Operations At Massage Establishments

A total of seven women, aged between 32 and 43, are being investigated for various offences under the Employment of Foreign Manpower Act 1990 and the Women’s Charter 1961, following enforcement operations conducted at People’s Park Complex, People’s Park Centre and Syed Alwi Road on 12 February 2026.

During the operations conducted by officers from the Central Police Division, ten massage establishment outlets were raided. Nine were found to be operating without valid licences and are under investigation for offences under the Massage Establishment Act 2017. Of the nine unlicensed massage establishment outlets, five were found to be involved in vice-related activities.

These operations are part of the Central Police Division’s efforts to clamp down on illicit activities in the heartlands. The Police will continue to conduct regular enforcement checks on massage establishment outlets and will take strict enforcement action to stamp out illegal activities. 

Commander of Central Police Division, Deputy Assistant Commissioner Wong Keng Hoe said, "These illegal operations undermine legitimate businesses that operate lawfully. We will not allow such activities to fester and will take deterrent action against offenders. Businesses must comply with the law or face strict enforcement action. Members of the public should report any suspicious activities to the Police.”


Annex A

Details of Offences

Employment of Foreign Manpower Act 1990
Working without a valid work pass under Section 5(2) of the Employment of Foreign Manpower Act 1990 carries a fine not exceeding $20,000 or imprisonment not exceeding two years, or both.

Women’s Charter 1961
Keeping, managing or assisting in the management of a place of assignation under Section 147(1) of the Women’s Charter 1961 carries a fine of not exceeding $100,000 or imprisonment not exceeding five years, or both. 

Massage Establishments Act 2017
Carrying on the business of providing massage services in an establishment for massage without a license under Section 5(1) of the Massage Establishments Act 2017 carries a fine not exceeding $10,000 or imprisonment not exceeding two years, or both.
