A 32-year-old Singaporean man Francis Tan Thuan Heng (“Francis”), has been arrested overseas in connection with an Organised Criminal Group ("OCG") based in Phnom Penh, Cambodia. The OCG is believed to be involved in Government Official Impersonation Scams targeting Singapore victims.
On 10 March 2026, Malaysian authorities arrested Francis in Perlis, Malaysia. He is among the 34 initial suspects sought by the Singapore Police Force (SPF) for investigations. Following further investigations, two more suspects were identified. The arrest follows close collaboration and intelligence sharing between the SPF and the Royal Malaysia Police. A total of 30 suspects, 24 Singaporeans and 6 Malaysians, remain at large.
On 5 June 2026, Francis was handed over to the SPF by the Royal Malaysia Police. He will be charged in court on 6 June 2026 for one count of Facilitating the Commission of a Serious Offence, in furtherance of the illegal purpose of a locally-linked OCG under Section 12(2)(b) of the Organised Crime Act 2015. The offence carries an imprisonment term of up to five years, a fine of up to $100,000, or both.
The OCG is believed to be linked to at least 535 reported scam cases involving total losses of about S$53 million. The OCG operated from a scam compound in Phnom Penh, which was disrupted during a joint operation by the SPF and Cambodian National Police on 9 September 2025. As part of ongoing investigations, the SPF had earlier issued prohibition of disposal orders and seized assets linked to the OCG.
Additionally, on 25 March 2026, the SPF published additional INTERPOL Red Notices against two other male Singaporeans believed to be involved as members of the syndicate. They are Jonathan Boneta, aged 27, and Lee Ding Hao, aged 33, who are currently out of Singapore and remain at large.
