If you intend to deal in secondhand goods regulated by the Police, you must be licensed under the Secondhand Goods Dealers Act 2007, unless exempted under the said Act. An application for licence to deal in secondhand goods must be submitted online for Police's assessment and approval. For a list of secondhand goods regulated by the Police, you may refer to the Schedule of the Secondhand Goods Dealers Act 2007.
1.1 Exemption
You may be exempted from having to obtain a Secondhand Goods Dealers licence if we deem you to be a fit and proper person. The criteria and requirements for a person to be considered fit and proper to hold a licence are (but not limited to) whether the relevant person has honestly, integrity, a good reputation, competence and capability. Your application to be registered as an exempted Secondhand Goods Dealers will be assessed by the Police Regulatory Department. If you are eligible for exemption, the Police will notify you and you may proceed to deal in the Scheduled goods without the need to apply for a licence or pay any fees.
If you do not qualify for exemption, you may be issued with a Secondhand Goods Dealers (SHGD) licence.
Exempted dealers are still required to comply with the various requirements stipulated in the Relevant Legislative Acts.
1.2 Criteria for Grant of Licence
To be eligible for a Secondhand Goods Dealers licence, the applicant must be holding one of the following positions:
- For Entity Type: Limited Liability Partnership; Eligibility Criteria: The applicant must be a Partner or Manager.
- For Entity Type: Company; Eligibility Criteria: The applicant must be the Managing Director, Chief Executive Officer, or a Director.
- For Entity Type: Business (Sole Proprietor/Partnership); Eligibility Criteria: The applicant must be the Sole Proprietor or a Partner.
- For Entity Type: Limited Partnership; Eligibility Criteria: The applicant must be a Partner.

Amend Licence Details
You can make the following amendments:
- Licensee (transfer of licence or change in licensee)
- Any other information provided in the application form (within 7 days of change) e.g. name and address of business, URL, email address, place of storage, type of secondhand goods, and appointment of office bearer*.
*Approval must be sought from the Police Regulatory Department for any new appointment to the board of directors, management committee, board of trustees or other governing body

Cancel Exemption or Existing Licence
You can cancel your existing status as an exempted Secondhand Goods Dealer or your Secondhand Goods Dealers licence any time before its expiration.
Please be informed that there will be no refund for early cancellation before expiry.
Withdrawal
You can withdraw your application for a Secondhand Goods Dealers licence any time before licence approval or withdraw application to register for the exemption before notification from Police Regulatory Department.
If a licence has been approved and issued or your exemption has been approved and notified, you will have to submit a request to cancel the licence or the registration for the exemption.
