A Police Permit is mandatory for organising gatherings or meetings that aim to:
- Demonstrate support for or opposition to the views or actions of any person, group of persons, or any government;
- Publicise a cause or campaign; or
- Mark or commemorate any event.
This requirement applies regardless of whether the gathering includes lectures, talks, addresses, debates, or discussions.
Additionally, a Police Permit may be required for public alcohol consumption. Singapore generally restricts public drinking during certain time periods to maintain order and safety. However, these permits allow for controlled exceptions to the standard regulations, enabling alcohol consumption in specific circumstances and locations. This system effectively balances public safety considerations with the need for flexibility in particular situations.
The following is a list of commonly held activities that may require a permit:
- public assembly or public procession;
- public speaking event;
- consumption of liquor in public spaces; or
- event which expects more than a prescribed number of individuals to participate in or to attend the event
