The Criminal Investigation Department (CID) of the Singapore Police Force (SPF) have arrested two Singaporean men, aged 27 and 32, following their deportation from Thailand and Cambodia. The two men are believed to be members of an Organised Criminal Group (“OCG”) based in Phnom Penh, Cambodia, which is believed to be involved in Government Official Impersonation Scams (GOIS) targeting Singapore victims.
The OCG is believed to be responsible for at least 438 reported GOIS cases involving losses of at least S$41 million. The OCG operated from a scam compound in Phnom Penh, Cambodia and was disrupted during a joint operation by the SPF and Cambodian National Police (CNP) on 9 September 2025. As part of ongoing investigations, the SPF had earlier issued prohibition of disposal orders and seized assets linked to the OCG.
The 27-year-old man, Wayne Soh You Chen, was arrested by the CNP in Phnom Penh, Cambodia and the 32-year-old man, Sie Eng Fa, Brian, was arrested by the Royal Thai Police (RTP) during a raid in Khon Kaen, Thailand. Both men are among the 34 suspects wanted by the SPF for being part of an OCG. The photos and details of the remaining suspects at large are in Annex A. The arrests follow close collaboration and intelligence sharing between the SPF, RTP, and CNP.
Both men were deported to Singapore and arrested on their arrival on 16 November 2025. They will be charged in court on 17 November 2025 with facilitating the commission of a serious offence, in furtherance of the illegal purpose of a locally-linked OCG under Section 12(2)(b) of the Organised Crime Act 2015.The offence carries an imprisonment term of up to five years, a fine of up to $100,000, or both.
The SPF would like to extend our appreciation to RTP and CNP for their strong support, and will continue to work closely with our foreign law enforcement partners to apprehend persons who perpetrate scams.
