Trio To Be Charged For Creating False Quotations In Public Housing Development Project

Two men and a woman, aged between 38 and 47 years, will be charged in court on 6 March 2026 for their alleged involvement in creating false quotations in relation to a Housing & Development Board (“HDB”) development project. 

Between June 2016 and February 2020, a 47-year-old man served as the manager of a company engaged by the HDB project’s contractor for a mechanical works sub-contract. He allegedly instigated the 39-year-old man and 38-year-old woman, who were then his staff, to create 46 false quotations using the names of two other contractors. The trio will face forgery charges under Section 465 of the Penal Code (Chapter 224, 2008 Revised Edition).

The 38-year-old woman faces an additional charge under Section 182 of the Penal Code, for allegedly instigating an employee of one of the contractors, to falsely confirm to HDB that two quotations were issued by their company, when she knew this to be false. 

The offence of forgery under Section 465 of the Penal Code carries an imprisonment term of up to four years, or a fine, or both. The offence under Section 182 of the Penal Code carries an imprisonment term of up to two years, or a fine, or both.
