
At Woodlands Police Division, a member of the public approached a self-help kiosk to file a Police report. He was guided through a simple step-by-step conversation on-screen and, within minutes, a draft Police report was ready for his review.
This was his first experience with the Report Lodging Co-Pilot (R-COP) – an innovation by the Singapore Police Force (SPF) in partnership with the Home Team Science and Technology Agency.
Designed to make report lodging faster and clearer, R-COP will be available at self-help kiosks across all seven Police Division Headquarters from 1 October 2025.
Smarter, Simpler, Faster
Currently, members of the public lodging Police reports at self-help kiosks may miss critical details, leading to follow-up calls from Investigation Officers (IOs) to clarify information. With R-COP, such gaps are minimised.
This AI-powered chatbot guides users, asking tailored questions based on the nature of the case. The information is then compiled into a draft Police report that users can review and edit before submission. Once confirmed, an IO is assigned to the case.

“With R-COP, the Police aim to improve the report lodging experience and ensure that critical information is captured upfront to reduce follow-up calls by the Police,” said Assistant Superintendent of Police (ASP) Alden Tan, Operations Officer, Future Operations and Planning Division of the SPF Operations Department.
R-COP first went live at Woodlands Police Division Headquarters on 17 September 2025, with three self-help kiosks equipped with the feature. Following successful trials, the feature will be available at one self-help kiosk at each Police Division Headquarters islandwide.
At each self-help kiosk, members of the public can choose between using R-COP or the normal Police report-lodging option, depending on their preference.
Built-In Safeguards
To ensure accuracy and security, R-COP integrates safeguards such as guardrails to prevent inaccurate or irrelevant information; integration with OneMap for accurate location selection; and secure data storage on Government servers, in line with public sector cybersecurity and data security requirements.
While the AI system may occasionally generate unexpected prompts, members of the public are reminded to review their draft carefully before submission. Police officers remain on hand to assist anyone who needs help lodging their reports.

The introduction of R-COP demonstrates the SPF’s commitment to leveraging technology for better public service. By streamlining the reporting process, this chatbot not only makes it more convenient for members of the public, it also allows officers to spend more time on frontline policing and investigation duties.
